This project involves develop a Road Safety Plan to reduce traffic speeds and improve safety for all road users along the section of Highway 19A along the waterfront in Qualicum Beach. The plan will include new traffic calming measures and upgraded active transportation facilities. The goals will be to reduce traffic speeds and reduce crashes, collisions, and serious injuries for all.
Highway 19A spans the Town's central waterfront in Qualicum Beach and is a popular year-round destination for residents and visitors, including many pedestrians and cyclists. Speeding is a significant problem on this section of Highway 19A. The most recent data from 2021 shows that 94% of motorists drive faster than the 50 km/h speed limit, and 85th percentile speeds (the standard measure of traffic speed) are 65 km/h, a full 15 km/h more than the speed limit.
The Town will develop a Road Safety Plan for Highway 19A to address the speeding problem and improve safety for all road users, particularly vulnerable users such as pedestrians, cyclists, children, seniors and persons with disabilities. The Plan is expected to include traffic calming measures on Highway 19A, as well as new and improved pedestrian and bicycle facilities. A successful Road Safety Plan will result in a safe and welcoming environment for all road users, for residents and visitors, and will reduce crashes, collisions and complaints of safety issues along the waterfront.
The Town has recently completed or tendered two projects along this section to improve safety by providing delineated multi-use pathways and improvement of parking by infilling ditches.
