Macaulay Elementary School Speed Reduction

Summary

In partnership with ICBC and the Township of Esquimalt, this school traffic calming project involves the installation of two solar powered speed feedback signs and new school zone pavement markings on Lampson Street by the École Macaulay Elementary School where vehicle speeds and volumes are high.

Project Overview

This project involves the installation of two solar powered speed feedback signs and school zone pavement markings on Lampson Street, adjacent to École Macaulay Elementary School in Esquimalt. The installations will be for northbound and southbound traffic on Lampson Street at the start of the school zones.

Speed concerns on this corridor were identified by the community through a number of ways including an active school travel program (CRD Ready-Set-Roll), engagement with citizens, the Parent Advisory Council and residents. Concerns voiced included high pedestrian volume route, with a crosswalk at Wychburry that is frequented by schoolchildren; a hill that crests south of the Wychburry crosswalk causing sight line issues; a collector route with 3,000 to 3,500 vehicles per day; 85th percentile vehicle speeds at 41-45km/h; and increased traffic expected with the development of the English Inn site.

The desired outcome is to reduce speeds on Lampson Street, making it safer for pedestrians. Installing feedback signs and pavement markings in the school zone will help achieve this outcome. Feedback signs are identified in Transportation Association of Canada’s (TAC) Primer on Speed Display Devices as a preventative safety tool in school zones. This approach aligns with feedback received from the Victoria Police who requested the Township of Esquimalt install feedback signs and pavement markings in school zones to reduce speeds.
